Northshore Utility District and Puget Sound Energy offer bill assistance


Puget Sound Energy is offering two programs for residential customers who need help with their natural gas or electric bills. While, the deadline for those affected by a COVID-19-related economic loss has passed, PSE also offers help for qualified customers beyond the federal Low-Income Home Energy Assistance Program (LIHEAP).


You may qualify for PSE HELP and LIHEAP programs if your net monthly income after taxes does not exceed the $1595 per month for one person, $3,275 per month for four persons and up to $6,635 per month for households of 10 persons.

Northshore Help

The Northshore Utility District is offering two temporary assistance programs to those significantly impacted by the COVID-19 pandemic. The two programs are the Deferred Payment Plan Arrangement (DPPA) and the COVID-19 provision to the district's existing Low-Income Discount Program (C19LIDP)


On March 16, 2020 Northshore Utility District (NUD) suspended late fees and water service terminations of delinquent accounts to assist customers during the COVID-19 Pandemic. NUD’s suspension of late fees and service terminations shall extend until such time the Governor’s order is removed. 


Customers engaged in a current DPPA shall not be subject to dispatch fees and service terminations throughout the payment plan period, provided they meet the terms and agreements of the plan.


In addition to making timely payments toward their past-due balances according to the terms of the program below, customers must continue paying current charges on a bi-monthly basis and must not allow these charges to become past-due.
